So, after some morning research it looks like either TextDrive or DreamHost will be who I go with for hosting. Both have WebDAV, rsync, and Subversion support. Even better, both tell you how to set up Subversion for multiple users. TextDrive tells how here, while DreamHost mentions how to create multiple shell accounts here and how to tie them into a Subversion account here. And both seems to support creating multiple repositories.
I am out of time as of this moment, but I need to really evaluate what each host offers before I make a final decision on who to go with. This includes cost, how there online support structure is set up, space/bandwidth, amount of shell control, if I can run a different web server than Apache (so I could run something like Django), if svn+ssh is possible for Subversion over https, etc. Can't think of any other critical things since this is all mainly so I have an online Subversion repository or class projects, possible setting up a fancy personal site, WebDAV access, and rsync backup for critical files.
