How badly is Canada doing in cleaning up its carbon output?

Article at canada.com points out how Canada is currently going to miss its Kyoto targets. It also shows how the targets are below many other nations and US states. The Conservatives have been playing the "it will hurt the economy" card in regards to take strong measures to deal with carbon emissions. But considering the economy is rather stable and the government is running a surplus (the only G8 country doing so) I think they could stand to make a little sacrifice for the good of the planet.
